Trump Administration Releases Budget Report

On May 23, 2017, the Trump Administration released its fiscal year 2018 “taxpayer first” budget plan “A New Foundation for American Greatness”, cutting spending by $3.6 trillion over 10 years by dramatically reshaping federal spending, cutting anti-poverty and safety net programs, leaving Medicare and the retirement portion of Social Security untouched, and reaching a balanced budget by 2027. 

The Washington Post indicates the plan proposes a budget decrease of 31.4 percent for EPA via the elimination of major EPA programs such as restoring the Chesapeake Bay and the Great Lakes, the lead risk-reduction program, Energy Star Program, Superfund cleanup program, and several other voluntary partnership programs related to energy and climate change the Administration believes could be implemented by the private sector.  Defense spending is proposed to increase by $54 billion.  The 2018 budget proposal would completely eliminate 66 federal programs, for a savings of $26.7 billion.  For the budget’s math to work, the Trump Administration relies on increasing economic growth to 3 percent, which is above the 1.9 percent average of the past decade.
